About the Asian Greenhouse Gas Management Center:

The Asian Greenhouse Gas Management Center (AGMC) is an “open platform” for coordinating and delivering state-of-the-art trainings, needs assessments, and innovative solutions for greenhouse gas (GHG) management in Asia to ultimately promote and enable the implementation of Low Emission Development Strategies (LEDS) across the region.

The AGMC was founded in September 2012 at the Asian Institute of Technology (AIT) by the United States Agency for International Development (USAID) Low Emissions Asian Development (LEAD) program, implemented by ICF International ( The AGMC is housed under AIT Extension in Thailand with training delivery at AIT in the Bangkok area (Pathumthani), at AIT satellite campuses, and other facilities. Trainings are also offered online via facilities such as the Greenhouse Gas Management Institute (GHGMI)'s virtual e-learning campus.

To date, the AGMC has delivered trainings to build the technical skills necessary to implement private and public sector green growth programs through a combination of traditional face-to-face and e-learning classroom hours—balancing accessibility with rigorous technical learning objectives. Trainings delivered include those on energy modeling tools, carbon registries, the latest United Nations’ Intergovernmental Panel on Climate change (IPCC) guidelines for national GHG inventories, building institutional capacity for developing national GHG inventories, and more.

Job Description:

Under the direction of the AGMC Director, the Program Manager will coordinate and oversee the development and delivery of regional knowledge hub, need assessment portal and other forms of technical assistance, working closely with AGMC and USAID LEAD staff, AIT faculty members, and other partners. This will require the adherence to and further development of operational systems to ensure effective, efficient service delivery. The Program Manager will also lead AGMC’s curriculum development activities to serve country needs and support business development opportunities to enhance LEDS capacity development in Asia, including those from international donors and the private sector.  Need assessment activities will require establishment and nurturing of relationships with partners and peers, and strong facilitation and organizational skills.


Key Responsibilities:

  • Manage the coordination of training events, including the development and delivery of course curricula, working closely with AGMC staff, USAID LEAD staff, and other partners.
  • Support activities on need assessments on low carbon development by: building and maintaining relationships; tracking and updating country needs; managing a need assessment web portal; organizing forums to undertake country need assessments; and/or other activities.
  • Develop and introduce innovative processes, and supporting technology in the management of the need assessment portal and regional knowledge hub.
  • Coordinate with government, industry, academia civil society, and other experts to design new training courses and grow AGMC partnerships.
  • Draft proposals to pursue funding from international donors and other agencies.
  • Manage the development and implementation of other activities as specified in the AGMC’s annual work plan, per direction of the AGMC Director.

Basic Qualifications:

  • Master’s Degree or equivalent combination of education and experience in area of expertise.
  • Experience in one or more of the following areas: carbon management, greenhouse gas inventories, offset projects, climate change policy
  • 7+ years of management experiences
  • Excellent project management and coordination skills
  • Excellent spoken and written English
  • Excellent written communication skills
  • Manage multiple projects and deliver products by deadlines
  • Demonstrated experience working in Asia
  • Communicate and work effectively in a virtual office environment.

Preferred Skills/Experience:

  • Fluency in at least one Asian language
  • Demonstrated expertise in managing training centers
  • A track record of working with international donors, including the review or development of project proposals for such donors
  • Ability to work across different sectors, and to engage like-minded leaders as partners
  • Proven ability to work constructively with diverse stakeholders
  • Experience working with national governments and/or international organizations
  • Resource mobilization and fundraising experience
  • Versatile, personable and flexible in the face of a complex projects
  • Passion for the mission of low carbon development in Asia
  • Strong ability to take initiative.
