Asian Project Management Support Programme (APMAS)


Background

  • The Asian Project Management Support Programme (APMAS), sub-contracted to the Asian Institute of Technology, is a regional grant programme (2010-2013) which aims to increase the management capacity of IFAD-supported rural development projects and programmes by (i) building project management capacity; (ii) strengthening the policy environment; and (iii) improving the capacity of service providers. Countries of intervention include Cambodia, India, Indonesia, Laos, and Vietnam.
  • The expected main outputs and benefits produced by APMAS implementation are as follows: enhanced capacity of project managers to implement and effectively manage gender sensitive, pro poor rural development interventions; enhanced capacity of sub-regional service providers to support project managers; improved availability and sharing of pro-poor specific project management and implementation best practices to enhance impact; and strengthened commitment of national governments and relevant NGO to results based management and participatory community driven development through increased awareness of benefits of improved rural development project management

Duties and Responsibilities:

  • Manage, supervise and coordinate APMAS activities, including planning, execution, monitoring and evaluation of activities, together with (the other) senior programme officer.
  • Coordinate with various stakeholders within APMAS: donor, consultants, IFAD country programmes, project clients and other relevant stakeholders.
  • Maintain close communications with project investigators and report to them on a regular basis.
  • Provide technical service and guidance to the projects and service providers.
  • Support monitoring and reporting processes within APMAS.
  • Support financial management and administration within APMAS.
  • Ensure gender issues are integrated in all APMAS capacity development programs.
  • Ensure a smooth project closure and proper final reporting to the sponsor

Qualifications:

  • Master’s degree in development management or related fields.
  • Minimum of five years experience in managing development projects.
  • Experience in capacity building on project management issues, including financial management.
  • Knowledge of India and/or Southeast Asia would be a plus.

Selection Criteria:

  • Strong development management experience
  • Sensitivity and commitment to gender equality issues.
  • Managerial skills including the qualities of leadership and administrative capability
  • Capacity and confidence to deal with individuals in government, NGOs, development professionals and academia
  • Able to take initiative and be pro-active while maintaining good relations with all stakeholders
  • Ability to work well in a team-based environment
  • Excellent English, oral and written, and good interpersonal skills
  • Strong financial management and report writing skills.

Starting date:    Immediately
Assignment:    One year
